OUR STORY

Civic Consulting Group (CCG) is a multi-disciplinary firm offering strategic consulting services to local governments, nonprofits, educational institutions, and the private sector. We provide services in the fields of economic development, project management, land-use, business solutions, government relations and crisis communications. CCG is a team of seasoned professionals working in government administration, public relations, law, education and government relations. We have insight into managing projects from the perspective of those that answer to the public and numerous stakeholders with divergent needs. CCG tailors its services to the specific needs of their clients, offering creative solutions to their unique goals.

MEET THE TEAM

Gemma Torcivia
Founder and President
Founder and President of CCG, Gemma is an attorney with an extensive background working with local governments, educational institutions and private clients in strategic planning, business development, communications and government relations.
Passionate about public service, Gemma served in the Teach for America corps teaching in a Title I high school in Miami, Florida. Gemma then went on to work in local government for the City of Homestead developing and leading the City’s economic development program, and providing strategic planning for the City. She went on to serve as the Executive Director for the Homestead Community Redevelopment Agency (CRA), and led the agency’s redevelopment efforts and provided direct public relations and public facing communication for the agency’s redevelopment projects. While working in government, Gemma was involved in the development of over $200 million of construction projects, and in a $65 million public private partnership for a transit-oriented development.

Since launching Civic Consulting Group in 2017, Gemma has provided direct support, strategic planning, government relations and relationship management for clients in the public and private sectors. She has been involved in lobbying for and negotiating multi-million dollar contracts, providing public facing communications and project support for clients, and developing campaigns to secure capital for clients’ development and construction projects.

Rick Ammirato
Principal
Rick is a Principal at CCG with proven outcomes in municipal government, downtown management and nonprofit leadership. He has extensive experience in government relations, constituent relations, and economic development.
With over 20 years of executive experience in municipal government, Rick has a keen understanding of governmental processes, as well as a unique insight into the needs of small businesses, entrepreneurs, residents, and visitors. He has simultaneously led multiple teams working on different projects in fields as diverse as capital improvements, transportation, cultural arts, event planning, budgeting, strategic planning, and media relations.
Rick has a passion for leading and motivating dynamic teams to work towards the common goal of enhancing the economic and cultural fabric of communities. He provides clients high quality, responsive service in the areas of government relations, public relations, crisis communications, project management and land development.

Zackery Good
Principal
Zackery Good is a dedicated public servant, attorney, and experienced local government leader offering a unique blend of legal expertise and practical experience. He understands the daily challenges faced by municipalities and special districts, having served the City of Homestead in various leadership roles, including Assistant City Manager and Interim Director of Community Redevelopment. This firsthand knowledge informs his legal counsel, allowing him to effectively navigate the complexities of local government law, including issues related to zoning, procurement and contracts, utilities, and non-ad valorem assessments. Zackery also offers his services to private sector clients navigating the intricacies of interacting with local governments. He has spearheaded significant revitalization efforts in Historic Downtown Homestead, including major capital projects like a new high-tech library and an expanded central park, demonstrating his commitment to community development. His legal expertise was earned while simultaneously managing communications and marketing for the City of Homestead and obtaining his Juris Doctor from Florida International University. He is dedicated to providing insightful counsel and effective solutions that meet the diverse needs of local governments, private sector clients, and the communities they serve, helping them thrive.

Josh Padgett
Director of Communications and Public Relations
Josh is a Principal at CCG, and the owner of Padgett Productions. Josh has extensive experience with municipal government communications, messaging and content creation. He has worked on successful special election campaigns and bond referendums.
Additionally, under his leadership, Padgett Productions has been producing monthly news shows for cities that provide a professional platform to showcase the accomplishments of its staff and elected officials. Across multiple cities his live emergency coverage during the COVID-19 pandemic and Hurricanes Irma and Dorian received over 2.5 million views. This work across multiple cities and municipalities has earned over 40 national and international awards.
Josh graduated from the American Academy of Dramatic Arts in New York City. He has worked in Los Angeles and South Florida in television both behind and in front of the camera. Josh has also hosted news shows for a number of cities, and provided planning for crisis communications as well as real time crisis communications services.
